방화범 혐의로 12년 동안 감옥에 있었던 희수가 교도소 밖으로 나오는 날. 그가 두터운 철문을 나서는 순간 교도소의 보일러실이 폭발한다. 얼마 뒤 아파트 단지를 비롯한 곳곳에서 원인을 알 수 없는 화재 사건이 잇따라 발생한다. 어느 날 주유소에서 불이 났다는 신고를 받고 출동하려는 상우에게 괴전화가 걸려온다. 전화 속의 목소리는 그에게 “나를 방해하지 마”라며 경고한다. 주유소에서 치솟는 거대한 불길을 목격한 그는 일련의 대형 화재 뒤에 어떤 인물이 존재한다는 사실을 알게 되고, 방화범 추적에 나선다.
사건을 축소하려는 경찰과는 달리 상우는 방화로 심증을 굳히고 그의 애인이었던 조사원 민성도 인위적 방화 가능성을 조사하는데 합세한다. 다시 일어난 화재 현장의 사진을 꼼꼼히 살피던 상우는 현장에서 배회하는 낯선 남자를 발견한다.
After serving 12 years in prison for arson, the moment he stepped out from the prison, the boiler-room explodes. Soon after, unknown cause of fire is started in several places including an apartment complex. One day, Sang-woo receives a phone call from a strange man threatening him not to get in his way. Sang-woo realizes that there is someone behind all these incidents and starts searching for the criminal.
Unlike the police who are trying to hide the cases, Sang-woo believes that there is an arsonist and his ex-girlfriend Min-seong fights together to find the arsonist. When searching for clues in the spot of incident, Sang-woo finds a strange man wandering around the area.
